U.S. Army South Non-Commissioned Officers Play Vital Roles in Humanitarian Assistance Exercise in Costa Rica

San Jose, CR-Two U.S. Army South non-commissioned officers perform key roles during phases I and II of Fuerzas Aliadas Humanitarias (FAHUM) exercise in San Jose, Costa Rica, without which critical services and equipment would not have been delivered.

Master Sgt. Saul E. Gonzalez-Torres and Sgt. 1st Class Larry Coleman, Soldiers from U.S. Army South, provide essential support to the U.S. Southern Command Standing Joint Force Headquarters (SJFHQ), San Jose, Costa Rica, by serving as paying agent and field ordering officer, respectively, during FAHUM 2009 here. The SJFHQ was activated here to support FAHUM 2009.

Working with Coleman, Gonzalez-Torres has the mission of paying vendors here for contracted services and equipment.

A great amount of behind-the-scenes logistical work goes into the planning efforts required to mount FAHUM 2009, one of premier exercises that U.S. Army South conducts on an annual basis. FAHUM is a U.S. Southern Command (USSOUTHCOM)-sponsored humanitarian assistance and disaster relief field training exercise led by U.S. Army South.

As the executive agent of the exercise, U.S. Army South remains committed to building enduring partnerships with its partners to enhance interoperability and increase unity of effort to increase the capacity to respond collaboratively to regional threats.

During this year of the non-commissioned officer, it is appropriate that the accomplishments of Gonzalez-Torres and Coleman are highlighted to show the importance that the U.S. Army places on the key roles they play as an integral link in the chain of command and the leadership duties to which they are assigned. They are ambassadors for U.S. Army South and the FAHUM mission would not succeed without them.

Gonzales-Torres said that although he and Coleman were the only active duty Soldiers from U.S. Army South to support the Costa Rica portion of FAHUM 2009, he added that, “Dozens of U.S. Army South Soldiers and civilians at the headquarters worked for over six months to plan and coordinate activities for the successful execution of the inter-agency, multi-national, joint FAHUM exercise.”

This year’s participants here include: soldiers, sailors, airmen, marines, and coast guard personnel and civilians from U.S. Army South; U.S. Southern Command; U.S. Joint Forces Command; U.S. Air Force South; Office of the Defense Representative, U.S. Embassy, Costa Rica; U.S. Agency for International Development; emergency first responders from SINAPROC, the FEMA equivalent of Panama; and dozens of Costa Rican organizations, including the National Emergency Commission; the National Police; and Firemen.

It is in this context that Gonzalez-Torres explains, “Although it has been a challenging experience for us to work with different organizations and civilians here, it has also been a very rewarding experience for me to work in this capacity. I’d like to add that we have been able to successfully accomplish the mission because of the great support of the personnel back at home station at Fort Sam Houston.”
